New Fire Station & City Hall

STEAMBOAT SPRINGS, COLORADO-November 4, 2022-The City of Steamboat Springs with the assistance of the United States Environmental Protection Agency (EPA) will begin a sampling program to further understand conditions at and around 840 Yampa Street as part of the sale of the property.

“We’re in full agreement that further investigation is necessary and that working with the EPA is the best course of action,” commented City Attorney Dan Foote. “We do not believe there is a threat to public health, and we are working to confirm that with the EPA’s assistance.”

As part of an environmental assessment during the sale of the property, two contaminants associated with dry cleaning – tetrachloroethene (PCE) & trichloroethylene (TCE) - were identified in the vicinity of the property.

The city has asked the EPA for assistance with vapor intrusion sampling and indoor air quality sampling at the fire station.

Next week, EPA crews will mobilize and start to determine the source of these contaminants through field inspections and sub-slab and indoor air sampling at the downtown fire station. If required, additional monitoring wells around the perimeter of the property may be implemented to help establish the source.

In addition, well network and hydrogeologic data will be reviewed to determine potential sources and pathways of contamination. Based on findings, the EPA will recommend if any remediation actions should be undertaken.

The EPA will be working with the city staff including the Fire Chief and Distribution & Collection Manager along with Big Agnes management, the current tenant of the property.

The city is in the process of designing and constructing a multi-million-dollar project for a new downtown City Hall and Fire Station. Built on the current City Hall location (137 10^th Street), the facility will create a downtown civic campus housing numerous municipal services in a central site that is easily accessible by citizens.

The new downtown fire station is proposed at the corner of 10^th and Oak Streets, at the current location of city hall. The 18,307-sq-ft, two-level fire station would feature drive through access from several bays providing flexibility of apparatus placement and response capabilities. The new city hall building, comprised in 15,200-sq-ft, would be positioned at the corner of 10^th and Lincoln Ave. The three-story design features public restrooms and meeting space as well as incorporates department adjacencies for improved efficiency, collaboration, and citizen service.

STEAMBOAT SPRINGS, COLORADO-August 1, 2022-As good neighbors, the city is hosting a dedicated open house for property owners in the immediate vicinity of the new downtown Fire Station & City Hall project on Monday, August 8.

“This is just one of many ongoing ways to reach out to our neighbors and the community,” said Deputy City Manager Tom Leeson. “Our goal is to share as much information as possible and keep everyone up to date on the project as it moves through the different phases.”

The neighborhood event will run from 5:30-6:30pm in Centennial Hall (124 10^th Street). Information and design plans on the project will be shared. Property owners can ask questions and share input on the project as well as examine facility plans, construction timeline and project schedule.

Improving services and modernizing facilities that will last the community well into the future are just a few reasons behind the project for a new downtown fire station, city hall and civic campus. The city is underway with a community engagement program to solicit comments and input from citizens.

The city is underway with a community engagement program to solicit comments and input from citizens.

“This is a public facility and will be something that serves the community for years to come, so we want to hear from as many citizens as possible on the project,” said Deputy City Manager Tom Leeson. “The city will be providing a variety of ways to comment on the project, and we hope everyone will participate as these will be the community’s campus.”

The new downtown fire station is proposed at the corner of 10^th and Oak Streets, at the current location of city hall. A mezzanine training and storage area, along with a hose dry tower connects to the apparatus bay.

The new city hall building, comprised in 15,200-sq-ft, would be positioned at the corner of 10^th and Lincoln Ave. The three-story design features public restrooms and meeting space as well as incorporates department adjacencies for improved efficiency, collaboration, and citizen service.

The downtown site plans look to create a city/civic campus along 10^th St, which would close 10^th from Oak to the alley. The alley and 10^th St between Lincoln and the alley would remain open. The primary reason for the one-block closure is to accommodate the fire station floor plan, which is needed for the apparatus bays and a more direct egress access.

The city will host a dedicated open house for adjacent neighbors in early August. A public open house will take place at 840 Yampa St on August 11 from 6-8pm. The project will also return during several meetings with Planning Commission and City Council over the coming months.

STEAMBOAT SPRINGS, COLORADO-March 8, 2022-The City of Steamboat Springs has listed the property at 840 Yampa Street for sale. For several decades the site served as the emergency services campus for the Steamboat Springs Police Department and Steamboat Springs Fire Rescue.

The sale site consists of 12,810 square feet (sf) of gross building area on 0.48 acres of land. In addition, the adjacent 0.31 acres (13,371 sf) of land which currently serves as a parking lot to the east of the commercial building is for sale. Potential buyers can make an offer on the entire location or on either of the individually listed elements.

The building is currently home to local outdoor gear company, Big Agnes, Inc., as well as houses on the lower level the Steamboat Springs Fire Rescue Central Fire Station and the department’s downtown suppression equipment. Big Agnes through its current lease contract with the city, signed in March 2020, has a right of first refusal and the ability to match a purchase offer.

The property is being listed through the MLS by Randall Hannaway, founding partner with Colorado Group Realty and a member of the Steamboat Springs Area Fire Protection District (SSAFPD). Hannaway has agreed to charge a significantly reduced commission for compensation as part the MLS listing. The city also plans to advertise the property through other avenues such as the CREXI or Loop Net Commercial property sites.

The proceeds from the sale are part of the initiative to bring a new Fire Station and City Hall to downtown. The facility would be built in the current location of city hall (137 10^th Street) creating a downtown civic campus housing numerous city services in a central location easily accessible by citizens.

STEAMBOAT SPRINGS, COLORADO-March 7, 2022-After a comprehensive national search, the City of Steamboat Springs and the Steamboat Springs Area Fire Protection District, has selected Colorado headquartered firms Davis Partnership to serve as Architect of Record and Wember, as Owner’s Representative for the new downtown Fire Station and City Hall project.

“We were thoroughly impressed by each firm’s experience on projects like this as well as their enthusiasm and commitment to the community they will be serving,” said Deputy City Manager Tom Leeson, who is leading the project from the city’s side. “By aligning with the best, we’re looking to build a sustainable facility that fits into the character and authenticity of downtown and serves the community for decades to come.”

The city conducted a nationwide request for proposals on both areas of specialties for the project and narrowed the search down to 9 firms. The finalists were interviewed by a panel of city staff and industry representatives, which saw Davis Partnership & Wember stand out among the competing firms.

Davis Partnership Architects & Anderson Hallas Architects will provide a joint venture to bring two critical municipal projects to life for the community. Both firms are long established Colorado companies and have experience working in the Yampa Valley including Centennial Hall, the Community Center, Yampa Valley Medical Center, and the Routt County Courthouse. Davis Partnership will act as the architect of record and serve as the primary on the Fire Station while Anderson Hallas will concentrate on City Hall. The depth of project experience by both firms ensures the highest value, aesthetic, and performance for each facility. Plus, the project manager was born and raised in Steamboat Springs.

Wember is an employee-owned, Colorado based company that serves as the owner’s representative in the management of capital improvement projects. Over 17 years in business, the firm’s proven methodology and technology applications have reduce risk and provide transparency for more than 160 projects. Each project is delivered on schedule, within budget, and embraced by the community it serves. Wember has served in this role for several fire station, municipal and civic projects and is currently working with Routt County on the Health & Human Services building.
